As for the troop buildup, what I haven't seen mentioned is that the increase is for 20 000 COMBAT troops; the dirty little secret is that for every soldier in combat, there are 10 or 20 non combat personnel. All soliders are not created equal....And another dirty little secret is that many of these "non combat" positions are being filled by hiring civilians...That's why you always hear about Egyptian or Turkish truck drivers being kidnapped....
