Why there is a rice shortage

ABS CBN report notes that only 30 percent of irrigatable land receives irrigation...and that it might be more profitable to make the dry land farmers grow alternative crops...and shows the need for gov't to fund more irrigation efforts.

One of our projects is to start organic veggies on our high fields that we can't irrigate...we use a small pump to get water to irrigate, but since the seedlings are grown indoors, and are transplanted to fields with plastic mulch, it saves water and we don't use herbicides.

Contrast this to "playing green" at college...I'm not sure if they want to save energy, pretend they are poor, or just feel good about themselves. Sounds like number three.
