Hmm...when it gets cold, those windturbans freeze up, and if it is cold and snows, those power saving LED stoplights don't put out enough heat to melt, so they get covered with snow and can't be seen.
You know, when I lived in Northern Minnesota, nearby Bemidji had a "cold testing" station for the auto companies, who figured Detroit was too tropical to test them.
In Minnesota, 30 below is not unusual, and everyone carried sleeping bags, candles, and food in the car in case you skidded off the road and had to survive.

Which is why we now live in the Philippines, where we only have to face typhoons, floods, earthquakes, and Dengue fever...
and now that summer is here: Brownouts and the water pump is broken again.
