Replace them with UAV's and weather balloons.
No mention on what they will do if a solar flare knocks them out, or if the civilians would be able to use them.

Smithsonian Space and Air magazine has an article about the stranding and eventual rescue of a C 47 crew in Greenland in 1948. (As most aviation buffs know, the C 47 was the military version of the DC3)
after two failed attempts to rescue them using gliders, they put skis on another C 47 and got the men out.
If some of this sounds familiar to movie buffs, it might be it's similarity to the old John Wayne movie "Island in the Sky" made in 1953. However, the novel and screenplay was based on an Ernest Gann story, that had been published years earlier
The script was based on a true story about a flight in February 1943, although, unlike the story of the film, the co-pilot did not die. In his autobiography Fate Is the Hunter – on which the movie of the same name is very loosely based – Gann related the true story and his role as one of the search pilots while serving with Air Transport Command at Presque Isle Airfield, Maine.
Air Force Special Ops did lots of rescues.
