No mention in the article about anyone harmed by their fake testimony, but one comment notes:

drive through that area where farmers lost their farms because they cut off their water. There are signs that says, "Congress Created the Dust Bowl". These scienstist should have been pretty dam clear on every finding. The panal must have been a joke. This area is the bread basket of the world. Shame!!!


the latest term used to describe such things is "anarcho tyranny", where criminals are tolerated but intrusive laws to regulate ordinary folks behavior are enforced.
An old essay by Jerry Pournelle explains it this way:

we have a Federal Bureaucracy that can't find many terrorists or discover who put the anthrax in the mail, but which is pretty good at interfering with local law enforcement. It's also pretty good at interfering with any attempt of local districts to do much about improving education. At collecting taxes in order to keep us from putting mangers up in the public squares at Christmas. Don't you feel safer, now that the manger is gone and the Los Angeles City Hall lights aren't displayed in the form of a cross on Christmas Eve?

A fairly good description of the culture, but still the depressing part is that most of these stem from those who caught it in the cities: either seduced into the (white man's) promiscuous "gay lifestyle" or who were so desperate that they took work as male prostitutes.
