A major ISIL effort to take over a southern city in late 2017 failed spectacularly and by the end of the year the various Islamic terror groups in the south were trying to rebuild and avoid extinction. the J1 visa is supposed to be for cultural/educational purposes, and many pay big money to find a place to "intern", but this California resort is using it to hire cheap help. and many are from the Philippines.

"party and play": sex and drugs and celebrities in the Manila area (Quezon city) but reading between the lines, it seems to be mainly with the gay subculture, and public health folks are worried about it spreading HIV...and that the parties are "normaling" drug use in this subgroup:
