But David Warren points out this is just the nest step in how to dismantle 2000 years of moral laws by fiat:
Beyond the creation of a precedent for altering Church teaching by papal fiat, it confirms the politicization of our doctrine. ... The very character of the Church is subverted by this. The question of salvation – the centrality of Jesus Christ, in other words – is replaced with very worldly, subsidiary questions of “who gets what.” Worse, in some ways, than being contradicted, Christ is progressively ignored.
Christ is ignored? what?
Christ would never approve of the death penalty, would he?
Except of course Jesus did recommend the death penalty for those who abuse children and cause them to lose their faith.
“But whoso shall offend one of these little ones which believe in me, it were better for him that a millstone were hanged about his neck, and that he were drowned in the depth of the sea” (Matthew 18:6, KJV).and if you don't think Jesus was hinting at the secret sexual abuse of children by pseudo pious hypocrites who were copying what their gentile neighbors were doing, you should really read up on the sexual practices of the Roman world.
the Pope is completely clueless about the rage of Catholic parents at the coverups of the abuse crisis.

update 2: even GetReligion wonders if it was a "Wag the Dog" distraction .
Admit it. Didn't the thought cross your mind that this zap the death penalty announcement from Rome might be a brilliant "Wag The Dog" move to give journalists a different story to argue about for a week or so, thus knocking former Cardinal "Uncle Ted" McCarrick off page one?
and right on cue, the gay lobby says hey, if the Pope can change doctrine about the death penalty by fiat, why not approve of our lifestyle?
