Is the "Trumpie boy" investigation actually just a way to cover the tushes of those in government who were doing a lot of illegal stuff?

Dilbert says how we see the Muller investigation depends on what film we are watching: but if even part of this is true, then something is very wrong with the government: And if they can take out Trumpieboy, none of us is safe.
Are you aware that Muller did a lot of fake investigation of the Anthrax attacks: by finding someone they thought could do it, and then digging up evidence to prove it while they leaked to the press to convict him in the public eye. When that didn't work, they went after a second scientist.

The first scientist sued and won, but the second had a kinky sex life and killed himself, so Muller could say "case closed". But as a scientist, some of us wonder: Yes, that guy had access to Anthrax (heck, as one of my patients pointed out, if you wanted Anthrax, just come to his feedlot and dig). What was never explained is how he managed to weaponize the spores, something that takes equipment and expertise that the second suspect lacked.
