The term was coined in 1920 by 9-year-old Milton Sirotta (1911–1981), nephew of U.S. mathematician Edward Kasner. Kasner popularized the concept in his 1940 book Mathematics and the Imagination.
so where did he get that idea? who knows: but one wonders if he didn't have this character in mind:

so was google inspired by Barney Google? They claim not, but that didn't stop the comic strip's owners from suing the firm for copyright name infringement.
Googly eyes originally refers to the moving eyes of certain dolls back then:

bulging prominant eyes in medicine is sometimes just a variation of normal but also can be seen in thyroid disease, and is called exophthalmus.
