Personally, I think it makes him look stupid, but then his orange bouffant makes him also look stupid: which is why it is his trademark. (make them underestimate you and you can win more easily).
So why get rid of it? He wants to see the Queen. Or maybe Melania wants him to get a new hairdo. This one makes him look like a 19th century statesman.

update: Annalthouse says this isn't true: He was golfing and decided to attend a church service in honor of the recent shooting victims, and didn't have time to fluff up his hair.
