Here's a science fiction book about a fearful future utopia:

The Flying Inn is a novel first published in 1914 by G.K. Chesterton. It is set in a future England where a bizarre form of "Progressive" Islam has triumphed and largely dominates the political and social life of the country. Because of this, alcohol sales are effectively prohibited. The plot centers around the adventures of Humphrey Pump and Captain Patrick Dalroy, who roam the country in their cart with a barrel of rum in an attempt to evade Prohibition, exploiting loopholes in the law to temporarily prevent the police taking action against them...


yes, it's GK Chesterton's satires on what happens when the busy bodies in charge try to tell you how to live.(and it was published in 1914)

and a bunch of swashbuckling adventure stories by H Rider Haggard (King Solomon's mines is his most famous).
When I lived in Africa, I read an article by a South African 'nanga (traditional healer/priest) who said that Haggard was friends with some of them, and incorporated some of their oral tales and history into his stories.
True or legend? Don't know, but I do know that the hills of Umtali are terraced, and that one can commonly find ancient paintings on sheltered areas in kopjes...
